TERMS AND CONDITIONS FOR COURIER SERVICES PROVISION

I. DEFINITIONS
In the context of this document, the terms below will have the following meaning, unless the context indicates otherwise:
- QUICK Courier – the trade name of S.C. SS EXPRESS DELIVERY S.R.L., headquartered in Suceava, Siret, Deșteptării Street no. 3, registered with ONRC under CUI 45889818, which offers local courier services in Cluj-Napoca.
- Client/customer – any natural or legal person who uses the services of QUICK Courier, regardless of whether or not a written contract is concluded, and who accepts these terms and conditions.
- Recipient – the individual or legal entity designated by the Client to receive the delivery.
- Parcel – any item or set of items packed in a single package (box, envelope, bag, etc.) and handed over to QUICK Courier for delivery.
- Standard Delivery – a courier service through which the package is delivered within a maximum of 24 hours from pickup, with an estimated average time of 3-8 hours, on the same calendar day.
- Express Delivery – a fast courier service through which the package is delivered within a maximum of 2 hours from pickup, with prioritization and the option for scheduled delivery or outside standard hours.
- Safe Delivery – a courier service with a high level of security, which includes additional packaging, careful handling, and, if applicable, temporary storage in a safe.
- Services – the totality of services offered by QUICK Courier, depending on the type of delivery chosen by the customer.
- Platformă/Website – the official site of QUICK Courier, accessible at https://quickcourier.ro, through which customers can place orders, create accounts, track deliveries, and access information about the company.
- Order – the request sent by the Client to QUICK Courier regarding the pickup and delivery of one or more packages, made online, by phone, or through other agreed channels.
- Partnership form – a document completed by merchants who wish to have a constant collaboration with QUICK Courier, containing essential information about their activities and logistical details.
- Cash on delivery – a payment method through which QUICK Courier collects, on behalf of the client, an amount of money from the recipient at the time of package delivery.
- Working day – any day from Monday to Friday, except for legal holidays in Romania.
- Superior force – an external event, unpredictable, absolutely invincible and inevitable, that totally or partially prevents the execution of contractual obligations.
II. OBJECT AND PURPOSE OF THE DOCUMENT
2.1 Object of the document
This document establishes the general terms and conditions under which S.C. SS EXPRESS DELIVERY S.R.L., through the QUICK Courier brand, provides local courier services in the municipality of Cluj-Napoca and, where applicable, in the surrounding localities. The document regulates the contractual relationship between QUICK Courier and its clients – individuals or legal entities – regardless of whether this relationship occurs occasionally or based on a partnership contract.
2.2 Purpose of the document
The purpose of these terms and conditions is:
- to clearly define the rights and obligations of both parties involved in the delivery process;
- to ensure transparency regarding the procedures for pickup, transport, and delivery of packages;
- to establish the limits of liability for QUICK Courier and its clients;
- to prevent and manage potential conflicts or risk situations.
2.3 Basic Principles
QUICK Courier services are conducted in accordance with the following principles:
- Speed – all deliveries are made within the timeframe corresponding to the chosen service type (Standard, Express, or Safe). It is specified that, in the case of Express and Safe services, delays may occur due to external factors (traffic, weather conditions, unforeseen incidents), and QUICK Courier is not obligated to provide financial compensation or other benefits in these situations.
- Safety – packages are handled carefully and transported under optimal conditions, using appropriate packaging and procedures adapted to the type of content.
- Transparency – customers benefit from real-time tracking, notifications, and constant communication throughout the transportation process.
- Legal compliance – all deliveries comply with the applicable legislation in the field of transportation and postal services.
III. SCOPE OF APPLICATION
3.1 Covered Services
This document applies to all courier services provided by S.C. SS EXPRESS DELIVERY S.R.L., under the QUICK Courier brand, namely:
- Standard – delivery within a maximum of 24 hours;
- Express – delivery within a maximum of 2 hours;
- Safe – delivery within a maximum of 2 hours, with additional packaging and storage in a safe.
*The time limits mentioned above are calculated from the moment the package is picked up from the sender and not from the moment QUICK Courier receives the order.
3.2 Geographic Coverage
QUICK Courier services are currently available in the municipality of Cluj-Napoca and the surrounding localities located within a distance of up to 15 km from the city center. Deliveries outside this perimeter can only be made with the prior approval of QUICK Courier and may involve different rates and terms compared to the standard ones.
3.3 Types of packages accepted
QUICK Courier accepts the following types of goods for transport:
- small and medium-sized packages, with a maximum volume of 30cm X 40cm X 40cm and a maximum weight of up to 20 kg per package;
- non-perishable products and products with a short delivery time, depending on the availability of couriers;
- documents, commercial goods, clothing items, accessories, cosmetics, pharmaceutical products (over-the-counter) and household items;
- fragile goods, only if they are properly packaged by the sender or by purchasing an additional packaging service offered by QUICK Courier.
3.4 Packages and prohibited goods
QUICK Courier does not accept for transport:
- hazardous, flammable, toxic, or radioactive substances;
- perishable goods with an extremely short shelf life (cooked food, frozen products, raw meat, etc.);
- firearms, ammunition, explosives;
- narcotic or psychotropic substances;
- live animals;
- items whose transport is prohibited by law;
- items whose declared value exceeds 5,000 lei without a special written agreement between the parties.
3.5 Adaptation of the Scope
QUICK Courier reserves the right to temporarily or permanently modify the coverage area and the types of packages accepted, depending on operational capacity, demand, and applicable legal conditions.
QUICK Courier also reserves the right to select its customers and to refuse orders without specifying a reason.
IV. RIGHTS AND OBLIGATIONS OF QUICK Courier
4.1 QUICK Courier reserves the right:
- to refuse the pickup or delivery of a package that does not comply with the conditions of these Terms and Conditions or that may endanger the safety of the courier, the vehicle, or other packages being transported;
- to check the contents of packages in exceptional situations, when there are reasonable suspicions regarding the violation of the law or this regulation;
- to establish and modify transportation rates and conditions, with prior notification to customers through the official website;
- to partially or fully subcontract the delivery to third-party partners, while adhering to the agreed quality standards;
- to adjust the routes, delivery schedule, or type of vehicle used, depending on traffic conditions, weather, or other external factors.
- to retain the fees and commissions charged by the bank, applied to transactions in the case of a canceled order.
- not to refund the amount paid by the customer if they cancel the order after it has been picked up by the courier.
4.2 Obligations of QUICK Courier
QUICK Courier undertakes:
- to ensure the transportation of packages under the conditions communicated at the time of order acceptance;
- to handle all packages carefully, following the sender's instructions regarding fragile or valuable items;
- to inform the client as soon as possible in case of delays, technical issues, or other unforeseen situations that affect delivery;
- to maintain the confidentiality of all personal data and commercial information received from clients.
- to refund within 30 days the amount paid by the customer, in case they cancel the order before the courier picks it up. When refunding amounts, QUICK Courier will retain the fees and commissions charged by the bank.
- to return within 30 days from the client's request, the remaining amount in the client's virtual wallet balance, excluding bonuses granted by QUICK Courier.
4.3 Limitations of Liability
- QUICK Courier is liable for the loss or damage of packages only up to the value declared by the customer and under the conditions of these Terms and Conditions;
- In the case of Express and Safe services, delays may occur due to factors beyond the control of QUICK Courier (traffic, weather conditions, road restrictions, etc.). In such situations, QUICK Courier is not obligated to provide discounts, compensation, or additional benefits to the customer;
- QUICK Courier is not liable for indirect damages or commercial losses suffered by the client due to delays or incomplete deliveries;
- If the customer provides incorrect or incomplete information (wrong address, erroneous contact details), QUICK Courier is exempt from any liability for the inability to deliver.
V. CUSTOMER'S RIGHTS AND OBLIGATIONS
5.1 Customer's Rights
The customer has the following rights:
- to benefit from QUICK Courier services according to the terms established at the time of placing the order;
- to be informed in a timely manner about any delays, changes, or issues that arise in the delivery process;
- to track the status of the package in real-time through the online platform;
- to request the return of the package in case of delivery impossibility, according to QUICK Courier internal procedures;
- to benefit from compensation up to the declared value of the package in the event of its loss or damage, in accordance with the procedures established by QUICK Courier.
- to cancel an order before it is handed over to the courier, in order to receive a refund of the amount paid.
- to request the refund of the amount of money available in the virtual wallet, excluding bonuses granted by QUICK Courier.
5.2 Customer's Obligations
The customer agrees:
- to provide accurate and complete information regarding the pickup and delivery address, the recipient's name, and contact details;
- to properly package the parcel so that it can withstand normal handling during transport (except in cases where the packaging is done by QUICK Courier);
- to correctly declare the contents and value of the package, especially in the case of fragile, perishable, hazardous, or high-value goods;
- to comply with the restrictions regarding the types of packages accepted (without prohibited substances, explosives, weapons, radioactive materials, live animals, etc.);
- to pay the full price of the chosen service, including any additional costs resulting from changes to the order, returns, or special handling;
- to be available at the specified address for pickup or delivery at the agreed time.
5.3 Client Liability
- The client bears full responsibility for the accuracy of the information provided and for any consequences of transmitting incorrect or incomplete data;
- in the event that the package is improperly packaged by the customer, QUICK Courier is exempt from any liability for potential damages;
- The client is responsible for the contents of the package and for complying with the legislation and the terms and conditions in force regarding the transportation of goods;
- in the event that the package contains prohibited, confiscated goods or goods that cause damage to other packages or the vehicle, the customer is obligated to bear all resulting costs and damages;
- in the event of non-payment for services according to the established deadlines, QUICK Courier reserves the right to suspend collaboration and to recover outstanding amounts through legal means.
VI. PROCEDURE FOR PICKUP, TRANSPORT, AND DELIVERY
6.1 Package Pickup
- Orders can be placed through the official QUICK Courier website, on a computer or phone, or by phone call, during business hours.
- The client must provide all necessary information: the complete pickup address, the complete delivery address, the name and phone number of the recipient, the dimensions and weight of the package, and the type of service chosen (Standard, Express, or Safe).
- The package pickup is done at the agreed time or within the estimated timeframe communicated to the client. In the event that the client is not present at the pickup address, QUICK Courier reserves the right to cancel the order or to reschedule the pickup for a fee.
6.2 Packaging of the package
- Packaging is the responsibility of the customer, unless the additional packaging service offered by QUICK Courier has been requested and paid for.
- The package must be packed and sealed in a way that prevents damage to the contents during transport.
- In the case of Safe Delivery, QUICK Courier may apply additional protective packaging and, if necessary, special sealing.
6.3 Package Transport

QUICK Courier ensures the transportation of packages according to the selected service type:
- Standard: delivery in 24 hours, average time 3-8 hours;
- Express: delivery within a maximum of 2 hours, prioritization, and special handling;
- Safe: delivery within a maximum of 2 hours, extra packaging, and storage in a safe for valuable goods.
- In exceptional cases (heavy traffic, unfavorable weather conditions, roadblocks, unforeseen events), delivery deadlines may be exceeded. QUICK Courier is not obligated to provide benefits or compensation for delays, including for Express and Safe services.
6.4 Delivery of the package
- Delivery is made directly to the address provided by the customer, in the hands of the recipient or an authorized person.
- Upon delivery, the recipient must check the integrity of the package. Any visible damage must be reported immediately to the courier and recorded in the report.
- The courier will record the order status as "Delivered," will take a picture of the package, and the recipient will sign for the receipt of the package, accepting its condition.
- Once the package is accepted by the recipient and the status is set to "Delivered," it can no longer be returned/refused.
6.5 Return of the package
- In the event of delivery failure (recipient absent, incorrect address, refusal to accept), the package will be returned to the sender for an additional fee of 50% of the service price.
- If the customer is not found for the return of the package, the package will remain in the possession of QUICK Courier for an additional 7 days during which the customer will be notified.
- If within 7 calendar days from the return, the customer accepts the returned package and pays the additional fee, then the package will be returned to their possession.
- If the customer does not respond to notifications, does not accept the returned package, and/or does not pay the additional fee within 7 calendar days from the return, then the package remains in the possession of QUICK Courier.
- If the package remains in the possession of QUICK Courier, the company has the right to:
-Keep the package, using the contents for personal purposes;
-Sell the contents of the package to cover the costs incurred with the return;
-Donate the package to NGOs
-Destroy the package. - Each day of storage for a returned package that has not been picked up by the customer will incur an additional charge of 2.5 lei per day, with the first 3 days being free.
6.5 Tracking and Notifications
- All packages can be tracked in real-time through the notification sent to the client/recipient from the QUICK Courier platform.
- The client receives SMS and/or email notifications at each important stage of the delivery: pickup, in transit, delivery completed.
VII. LIMITATIONS AND EXCLUSIONS OF LIABILITY
7.1 General Principles
- QUICK Courier is committed to providing delivery services in accordance with professional standards and the estimated timelines communicated at the time of placing the order.
- However, QUICK Courier cannot guarantee strict adherence to delivery times in situations beyond its control, such as: extreme weather conditions, traffic jams, road accidents, interventions by authorities, force majeure events, or other unforeseen circumstances.
7.2 Delays
- In the event of delays occurring in Standard, Express, or Safe services for objective reasons, QUICK Courier is not obligated to offer discounts, compensations, or other benefits to the customer.
- Express and Safe services, although prioritized, may be affected by external factors. In such cases, QUICK Courier will make every effort to minimize the delay, but without the guarantee of meeting the maximum deadline.
7.3 Liability for Damage or Loss

QUICK Courier is responsible for the loss, theft, or damage of the package during the time it is in its custody, except in cases where:
- the packaging is inadequate and was not provided by QUICK Courier;
- deterioration is caused by the nature, defects, or inherent flaws of the property;
- the package contains prohibited or undeclared items;
- the value of the package is not declared;
- The client's handling instructions were incomplete or erroneous.
7.4 Items excluded from liability
QUICK Courier does not transport and does not assume responsibility for:
- goods prohibited by law (drugs, weapons, ammunition, explosives, radioactive materials);
- live animals;
- liquid funds (except for reimbursements managed according to internal procedures);
- items with sentimental value that are impossible to evaluate;
- works of art, jewelry, or precious metals with a declared value exceeding the established threshold without a special contract.
7.5 Limitation of Liability
- For all types of services, QUICK Courier's liability is limited to the declared value of the goods by the client, but no more than the ceiling provided in the company's compensation grid.
- For Safe services, the compensation limit is higher, but it does not exceed the amount established by the contract or the special transport conditions.
7.6 Risk Prevention Measures
- QUICK Courier implements a real-time digital tracking system, additional packaging for Safe services, periodic training for staff in package handling, and optimized route planning to reduce delivery times.
- The vehicles are equipped with safety systems and insured in accordance with current legislation.
- Temporary storage of packages is done in secure areas, and access is limited to authorized personnel.
VIII. PERSONAL DATA PROTECTION
8.1 General Principles
QUICK Courier, through its operator S.C. SS EXPRESS DELIVERY S.R.L., is committed to respecting the confidentiality and security of personal data of customers, partners, and users of the online platform, in accordance with the provisions of Regulation (EU) 2016/679 (GDPR) and applicable national legislation.
8.2 Collected Data
In order to provide courier services and manage orders, QUICK Courier collects the following types of data:
- first and last name;
- shipping address and billing address;
- phone number and email address;
- company information and unique registration code (for corporate clients);
- information about the package (weight, dimensions, type of content – where applicable);
- authentication data and order history for users who create an account on the platform.
8.3 Purpose of data collection and processing
Personal data is collected and used exclusively for the purposes of:
- order processing and delivery execution;
- communication of delivery status via SMS, email, or platform notifications;
- issuance of invoices and accounting documents;
- fulfilling legal obligations (e.g., archiving, tax reporting);
- improving services and personalizing the offer;
- management of relationships with customers and partners.
8.4 Legal basis for processing
Data processing is based on:
- the execution of the contract between the client and QUICK Courier;
- the explicit consent of the client (e.g., for direct marketing or creating an account);
- legal obligations;
- the legitimate interest of the company (e.g., fraud prevention, system security).
8.5 Disclosure of Data
Personal data will not be disclosed to third parties without the express consent of the client, except in situations where this is necessary for:
- the execution of delivery (e.g. logistics partners, complementary postal services);
- fulfillment of legal obligations;
- the defense of the company's legitimate rights and interests.
8.6 Storage Period
The data is stored for the necessary period to fulfill the purposes for which it was collected, as well as afterwards, in accordance with legal archiving obligations.
8.7 Rights of the Data Subjects
According to GDPR, clients benefit from the rights of:
- access to personal data;
- correction or update of the data;
- deletion ("the right to be forgotten");
- restriction of processing;
- opposition to processing for marketing purposes;

8.8 Security Measures
QUICK Courier implements appropriate technical and organizational measures to protect data, including: encryption of communications, access control to information, periodic backups, secure authentication, and monitoring of information systems.
8.9 Cookies and analytics services
The QUICK Courier website uses cookies to enhance the user experience, in accordance with the Cookie Policy available on the site. Additionally, services such as Google Analytics may be used for traffic analysis, in compliance with applicable regulations.
IX. COMPLAINTS AND DISPUTES
9.1 Filing Complaints
The client has the right to file complaints regarding the services provided by QUICK Courier within 14 calendar days from the date of delivery or, as the case may be, from the date the package was supposed to be delivered according to the agreed timeline. Complaints can be submitted:
- by email at the address: contact@quickcourier.ro sau zilealbe.srl@gmail.com;
- by phone at the number: 0740 396 029;
- through the contact form on the official QUICK Courier website;
- in writing, at the company's registered office.
The complaint must contain:
- the name and surname of the client (or the name of the company);
- contact details;
- order/delivery number;
- detailed description of the reported situation;
- supporting documents (if available), such as: photographs, invoices, shipping notices.
9.2 Deadline for Resolution
QUICK Courier is committed to reviewing and responding in writing to complaints received within 30 calendar days from the date of their registration. In complex situations, the deadline may be extended, with prior notification to the client.
9.3 Amicable Resolution
QUICK Courier will make every effort to resolve any misunderstandings amicably, through direct communication with the client and finding a satisfactory solution for both parties.
9.4 Litigation
If the dispute cannot be resolved amicably, it will be submitted for resolution to the competent courts in Romania, in accordance with the applicable legislation.
9.5 Limitations and Exceptions
- Claims that are not submitted within the timeframe specified in Article 9.1 will not be considered.
- QUICK Courier is not responsible for delays caused by uncontrollable external factors (extreme weather conditions, major traffic blockages, restrictions imposed by authorities, etc.).
- For Express and Safe services, although every effort is made to meet the maximum delivery deadlines, unforeseen delays may occur; in such cases, QUICK Courier is not obligated to provide financial compensation or additional benefits.
9.6 Consumer Protection
Individual clients benefit from all the rights provided by Romanian legislation regarding consumer protection, including the possibility of reporting to the National Authority for Consumer Protection (ANPC) if they believe their rights have been violated.
X. OTHER PROVISIONS
10.1 Superior Force
QUICK Courier cannot be held responsible for the non-fulfillment, delay, or improper fulfillment of its obligations if these are due to a force majeure event, as defined by Romanian legislation. Examples of force majeure include, but are not limited to: natural disasters, fires, floods, earthquakes, strikes, labor conflicts, acts of terrorism, war, restrictions imposed by authorities, or other unpredictable and unavoidable events. In such situations, the deadlines for service execution will be extended accordingly.
10.2 Assignment of the contract
QUICK Courier reserves the right to partially or fully assign the rights and obligations arising from this document to third parties, without requiring the prior consent of the client, provided that the client is notified. The client may not assign their rights and obligations without the written consent of QUICK Courier.
10.3 Modification of Terms and Conditions
QUICK Courier reserves the right to modify this document at any time, without prior individual notice, by publishing the new version on the official website. Changes will take effect from the date of publication. It is the customer's responsibility to periodically review the terms and conditions.
10.4 Partial disability
If any provision of this document is deemed null, illegal, or unenforceable by a competent court, it shall not affect the validity of the other provisions, which shall remain in effect.
10.5 Language and Applicable Law
The present document is written in Romanian and is governed by Romanian legislation. In the event that it is translated into other languages, the Romanian version shall prevail in case of discrepancies.
10.6 Official Communications
Any official communication between the parties regarding this document or the services of QUICK Courier will be made in writing, via email, mail, courier, or through the official QUICK Courier platform.
